Dear Riot

Thank you for making 2 changes to Dark Harvest, the ability to proc off of skills and the requirement for the enemy to be below 50%. Even though I loved one shotting people with evelynn I do not feel this was healthy since it offers little counterplay.

I just hope it shows itself to be better than electrocute somewhere after the 30 minute mark even with its new cd
