I need to know if magic hats 15% reduction will work with the 80% cdr in urf mode to give 95% cdr for ults.

No it wont. Urf hard caps your CDR at 80% it cannot be changed no matter what.

URF doesn't give you 80% CDR, it sets your CDR at 80%.
Probably it will works, but it doesn't add up to 95%. Ultimate Hat works multiplicatively with other sources of CDR.
Meaning that it multiplies your "normal" CD by 85%. So if you have 80% CDR, hence a 20% CD, Ultimate Hat gets you to 0.2*0.85 = 17% CD, so 83% CDR, not 95%.
it's multiplicative even with regular cdr, so it would only be a 15% reduction of whatever the cooldown is after the urf bonus.
It works as DEATHBURS7 said, Similarly to how nasus's ult gives him halved cd on his q, and that still applies in urf.
