Why was Zac chosen for a major update over other tanks?

Zac is in a pretty decent spot right now. His kit has unique, fun gameplay, is pretty good in solo que and sees occasional pro play. Riot even admits as much in the midseason intro, but goes on to say :

That said, Zac runs out of cool stuff to do once he’s used the exciting parts of his kit to make his entrance.

That statement also applies to Malphite Rammus Volibear except they're way more boring and weaker champions overall. DrMundo has his super exciting "spam q and press r to heal" gameplay, no update. I can't remember regularly seeing JarvanIV since season 4, no update. What gives? I thought Zac would be pretty low on the priority list.

It was argued that Zac's ult was basically just a Wukong ult.

Rammus and Malphite need more work than a roster update can provide.

Mundo and Jarvan are not listed as tanks in Riot's new class and subclass system.

The champions you listed all basically need a full update at this point, beyond the scope of what the class updates usually entail.

Riot Reav3 listed three of your champions as Tier One VGU candidates with Malphite being borderline Tier One. When a champion is viewed as needing a full VGU, they tend to get dropped from consideration for class updates (see Akali/Swain).

Most of the champs you've listed there, espeically the first two are in line for a full VGU. So a class update like this won't fix any of their issues and doesn't give Riot the allotted amount of time to do so.

because zac from all the tanks so far has the least Things that fit his kit compared to the playstyle that was meant for him. zac is THE example when you say "tanks with too much damage" and for someone who has a very great initiation potential he just feels so lack luster once you used your E and R and all his Q and W really do is damage a bit, his Q gives a mediocre slow, but his W is nothing but pure melee ranged damage and for a tank that is supposted to dive in, fuck shit up, and stick to fucking shit up, it does not fit. AT ALL. zac out of all the tanks you mentioned has the biggest Problem with it, so i assume that is why he was put high on priority.

same with sejuani. you literally Play her for one Thing alone, which is her R. thats the only very reliable Thing she has as a tank, her Q dash is very small and hard as fuck to land, her W is just like zac's W, pure damage, her E is somewhat arguably nice but situational since it has a comparably high CD and the slow can only be applied upon activation. Zac and seju are the kinda champions you really Play for only one single Skill, zacs E and seju's R. Malphite you can use to shut down comps with his E and R and Q, he is useful with all skills, same with rammus, his Q can be a massive threat, his Ult is very unexpected despite being a damage only Skill aswell, but it is AoE centered and since you will be taunting people hard and possibly apply at least one more Kind of CC you can Keep his ult up for heavy Extended damage. Volibear is very good to disrupt a chase and hunt people down, his Q makes very good use of his kit as a whole, it can initiate, you can perfectly control who you will pick out, and thought voli is probably also like zac and sej a champ you Play for only one Skill (his passive for the stupendous tankyness) he Plays fairly well and does his job as an Initiator better than the 2 mentioned earlier, and since his Q and E have both low cooldowns compared, and his E is AoE aswell, he serves a much stronger use than them.

Yes, voli is neutral territory because he also falls into this category tanks with too much damage, so i suspect riot will put him into their high priority list soon, possibly next. but for the other tanks you mentioned, here is my personal opinion on how riot could see this case

Edit: malph and rammus are also listed for the rework candidation, thought zac was only mentioned as the first one for a topics sake >_>

his q was just completly unused tbh. you maxed it last in basicly every situation and is used mainly to get the passive blob. the rest is basicly just making it more fitting to his sticky theme. he is supposed to be sticky but he throws away everything and nothing sticks to him.

Of the champions you listed, only Malphite and Rammus fall into the Vanguard/Warden category

I agree that Malphite Rammus needed the rework more than Zac. Malphite really has no team presence for a tank if he doesn't have his ult up. He has no way of closing gaps and crippling enemy adc with his abilities, especially with the current growing pool of mobile champions and strong peeling supports. Rammus on the other hand is very linear. He basically only wins if his stats are greater than his enemies, and his kit is too linear (I mean literally a click and point champ) that leaves him without much depth to outplay his enemies than just having enough stats. Not to mention, unlike other vanguards, he kinda falls off late game because he has no dash, but solely relies on his speed boost to initiate fights, and his CC is very single target for a team fight initiation. This makes him much more kiteable than the average tank, even though he has that thronmail type of shield to compensate for that. His kit is just way too linear and outdated, that the only way he outplays enemies is through his stats and not much about the proper execution of his abilities (really you just press the same buttons in the same rotation once you get in range of your target). Zac on the other hand has much more depth than these champs. He has that sling shot ability which he can use as an escape or initiation, and he has aoe hard cc. Not to mention, his whole cell division thing offers some level of skill over the simplicity of these tanks. And as for Volibear and DrMundo, they are clearly juggernauts. JarvanIV is more of a diver.
