New CC that blocks dashes and flashes.

It's been suggested several times but I think it's actually one of the best ideas out there.

It would act like a root, but you can move and attack while that. It just locks your dashes and flashes.

For example, let's take a look at MissFortune :

She's completely outclassed by Kalista because of that passive. Now imagine if we gave Miss Fortune that CC.

Old E: (E) Make It Rain Cooldown: 14 / 13 / 12 / 11 / 10 sec Cost: 80 / 80 / 80 / 80 / 80 Miss Fortune fires hundreds of bullets into the air that rain down at a location after 0.5 seconds, dealing (90 / 145 / 200 / 255 / 310) (+(0.8 per ability power point)) magic damage over 2 seconds and slowing enemies hit by (25 / 35 / 45 / 55 / 65)% for 1 second.

New E (E) Make It Rain Cooldown: 14 / 13 / 12 / 11 / 10 sec Cost: 80 / 80 / 80 / 80 / 80 Miss Fortune fires hundreds of bullets into the air that rain down at a location after 0.5 seconds, dealing (90 / 145 / 200 / 255 / 310) (+(0.8 per ability power point)) magic damage over 2 seconds. Champions inside can't dash or flash.

Now we have a counter for every single dash and flash but can be easily escaped as it is a small area and doesn't have that slow.

Even better we could even add another kind of CC which doesn't let you flash or dash inside an area (if you try to flash inside that area you will be moved outside that area) but you can enter that zone are by just walking.

Let's take Lux for this now.

Old E (E) Lucent Singularity Cooldown: 10 / 10 / 10 / 10 / 10 sec Cost: 70 / 85 / 100 / 115 / 130 Creates a zone that slows enemy units by (20 / 24 / 28 / 32 / 36)% (zone lasts (5) seconds). Can be detonated to damage enemies in the area for (60 / 105 / 150 / 195 / 240) (+(0.6 per ability power point)) magic damage.

Remember that you can move by just walking into the area so even if that wild MasterYi tried to Q and fail he could still use his movement speed to kill that Lux .

Those example might not be the best but they were just that, examples. You could try to add that to Anivia, Taric...

How about we let slows affect non-targeted dashes?

Or at least for Kalista's hops, let them scale with movement speed instead of boot tier.
