Remake a problem

Why can you surrender if someone does not join a game instantly. Just recently it was raining by me and my internet was giving a little bit of trouble and then i disconnected. As soon as i rejoined the game they said that the game was no longer running please feel free to play another game. It happens often. I understand the point but why have it so early in game. Why not have it like 10 minutes in game to see if the player might rejoin or if you can win without the person. I got a leaver buster penalty 5 times in a row for not joining a game but what really happened was that i joined a bit late because of the rain and its not like i left the game purposely or something like that. Plus when the load up screen reaches 100% they then say that the game is no longer running. Is it that when it reaches 100% and they start to surrender you cant join? Please allow this to happen a few minutes in game like at 5 or 10 minutes to see if the player might join or you can win without.
