Void Staff, and Penetrations
When you are facing tanks, and in this lovely tank meta, is it even worth stack penetration cause eventually you will still not be able to kill them.
just go AP/DEF/HP?

Yes it is still worth building penetration.
Most Mage champs rely on burst and burst damage doesn't necessarily destroy a tank, save for certain cases such as 
.
It is better to be able to do some damage rather than no damage at all, and even squishes can get tanky.
Void Staff is a worthwhile damage spike against squishies/bruisery champions and does keep your damage at least a little bit relevant versus tanks. You still won't hurt them much if you're a mage, but attacking tanks without Void Staffis just pointless.
Void Staff is actually still surprisingly cost efficient against Squishies, at least in terms of raw damage.
If the name of the game is raw damage, and you have no care for Waveclear 
or long term scaling 
or what have you, Void Staff would remain constantly a good item to buy against almost any target.
