Because they're Legacy skins, and are no longer available to purchase in the shop.

They are legacy skins and usually tied to seasonal events. Kitty Kat Katarina being a Halloween skin is usually seen around Halloween time. Warring Kingdoms Vi is a Lunar new year skin and will be seen on the 8th of this month (next week)
