Evelynn - Propose balance changes for upcoming assassin rework

Below are additional buffs to Evelynn's current kit, which - from gameplay perspective - is fine as it is.
Passive: After falling below 10% health Evelynn drops a bomb of Shadow Isle mist within an area around her that lasts for 1.5 seconds. Within the mist Evelynn becomes invisible, untargetable and can freely move. Enemies within the cloud are blinded. Cooldown: 2 minutes.
**Hate Spikes: ** Make her spikes prioritize champions over minions always, regardless of the last target hit. Refund 50% of Hatespike costs when killing an enemy.
Dark Frenzy: Make her remove snare as well and grant immunity to both slow and snare for 1 second after using Dark Frenzy.
Ravage: Additionally to the current effect deals 2% of enemy's maximum health as physical damage with every hit and heals for the same amount for 3 seconds.
Agony's Embrace: If Evelynn's shield wears off she restores life equal to 50% of the shield's remaining strength. If Evelynn's shield pops before wearing off she deals 10% of the shield's initial strength to all enemies within an area around her.
