Parrrley should have no cast time
Same with Raise Morale, but I'm more concerned with Parrrley having a cast time. He'd be so much more useful if he didn't have to wait half a second before shooting his gun. (talkin bout GP btw)

The cast times are fine - I love playing GP and they've never bothered me, at least - What /does/ bother me is that you can shoot a minion and if anything else hits it before or at the same time as your shot and kills it, you deal no damage, gain no gold, and pay full price for the Q cast AND it goes on cooldown. You gain no benefits but the Targeted Ability is spent.
I'd like a fix for that. Like, if the target dies before missile reaches them, the skill is not spent. Done.

well, i guess gp does run above average for zero investment into speed... and have a passive slow.. so I'm cool with the slight delays
for reals, people are worried about GP chase and 0.5 s cast times on Q and E, when fucking Zed is 100-0ing people 1v5 and escaping with full HP.
[Q] should now be a toggle like Jinx Q instead of a targeted ability. Nerf it's damage. GP fixed.
[W] should work on Team mates.
[Top] GP now viable. [AP Support] GP now a thing.
I just get really frustrated when I cast Parrrley and the enemy walks into a bush, canceling my Q.
