Veigar scales too hard

at 10min, i was 2/0 with around 88 cs and veigar was 0/2 with 72 cs. denied his early damage by rushing , zoned him out, denied his blue, and warded so he won't roam.

by 23min, he was 9/2. this means, he got 9 kills off of my team within 10+ mins. that's a kill every minute.

he scales so fucking hard, it's ridiculous.
