Why do On-Hit effects not add an extra stack of Conqueror?

Conqueror Description

I was using the new Conqueror on the PBE a bit before it came live, and on champions like Teemo with on-hit effects I was gaining 2 stacks per aa, not the normal 1 for ranged. I attributed this to the part of conqueror saying damaging spells also gave a stack.

Now live, Teemo only gains 1 stack per aa. Was the PBE bugged to give ranged champions 2 stacks of conqueror, or was it not intended for on-hit effects to give stacks?

On-hit effects don't count towards Conqueror because they aren't attacks or spells. They're effects.

Senna gets two stacks of Cleaver on her autos because Cleaver counts damage instances, not attacks.

bugged. if range generated 2 per AA every range in the game would take it, it would be monsterously broken. all range champs get 1 stack, regardless of on hits or anything else.

If I'd make any complain it's Sivir's Ricochet. It doesn't keep Conqueror up, let alone proc a stack if it hits a champion through bouncing. the bounces only crit if the first target it crit and on hit effects only apply on the first target. So its only partially a on hit ability. If it's bugged, I'd say for spells and effects like Sivir's Ricochet.
