jayce probably wouldnt consistently win bot lane when all players are equal in skill also jayce doesn't fit the role of a safe dps carry because his cannon form has low attack range and hammer requires him to be on top of who he is fighting you want the ADC for that safe champion that can constantly put out dps from a range not to say bot lane jayce is bad but that is what most people want form their adc making jayce a less safe/consistent pick in the bot lane
