Yes. The two best picks for toplane in plat and up are Sona and Soraka. Sona is sitting at ALMOST A 60% WINRATE with a low pickrate of 1.2% while Soraka has a ridiculous winrate of just over 57% while being the 6th most picked champion at 7.3% pickrate.
Their pickrates only go up with ranks. At masters+, we see Soraka at a 9.4% pickrate, being the 5th highest one, with a 56.12% winrate. Sona, on the other hand, sits at 53.85% winrate and an increased pickrate of 1.6%.
Is this the way it is because Soraka and Sona are godtier champions on their own, so overpowered to reach such insane winrates? NO. It's because having a SEVERELY underleveled perma roaming Sona is more useful to the team than having a nicely leveled and average in gold bruiser/tank.
Soraka can literally just bully bruisers and tanks early game because of her high self healing with q spam (which melees can hardly dodge since it's balanced around Soraka fighting ranged champions) and then become so much more useful come late game because of her healing spam on teammates and her considerable cc. This has already happened with Karma top who just bullied the hell out of bruisers and tanks early, denied cs and even exp and then outscaled them late because she'd just spam shields and occasionally mantra shields which would way the fuck outperform whatever a bruiser or a tank can do in a late game teamfight.
"But what about splitpushing?", you ask? Well, tell me this. Who's more useful to the team on the splitpush? A bruiser who is behind in gold and exp (thus can't dive the Soraka) or a Soraka who stonewalls the lane being pushed and is able to assist her team with her global ultimate? "But the bruiser can teleport in if a fight breaks out!" Well, Soraka top's most picked summoner spell is teleport. And then, who is more useful in a teamfight? The Soraka who got solo gold and exp the whole early game or the underleveled and underfarmed bruiser, whose class has innately worse teamfighting than most others AND whose items cost incomparably more to other classes?
