Garen cc addition

So i thought, why do garen mains have such a low win rate? One of the reasons is because of his lack of cc (other than the slow). Yes, it's not fair for a juggernaut to have many cc's but hear me out. I always thought that garen's spin should have a slow on it. Not a strong slow but slow enough for garen to hit at least more than one spin hit. Slow is not even a strong cc. It's light. That's what i thought.
