Ranked LP and Disconnections

Well, you see I haven't been playing too long in league, still under a year. So yes, I AM in bronze ("but rito I swear I deserve Challenger"). Being in bronze 2, I have been trying to make my way into Bronze 1. However the route there is hindered with plenty of toxic players and sudden mid-game DC's or someone simply does not even connect in the first place. So I was wondering if there is someway that the system could check for DC's and maybe if the DC lasts longer than a predetermined time-one that would affect the game for the team dramatically (maybe 15 minutes?)-then at LEAST for the team with the DC, LP is not lowered.
