I'm pretty sure eve is a broken champ

I was just in a game vs an Eve and all he had to do was run at you while invisible, burst everything, and then run away. That was all he did. His advice he gave me post game was don't let her get fed and CC her in during the tiny window of opportunity she is already blowing someone up before she runs away invisible again, which even he admit was still not a very fair chance to counter play.

Riot has been going on a spree of balancing champions and making them easier to counter play, but with Eve's passive just letting her be invisible all the time, she's as good as hidden in brush in plain sight. At least Rengar gives you a debuff when he's around and Shaco can't repeatedly stealth in and out of your radius and Kha'zix essentially has to 'shimmer' in and out of his really short stealth durations.

If the only real counter play to Eve is 'don't let her get fed' than there is something wrong with her design.
