exhaust broken or balanced?

it seems like it really does only exist to just basicly make marksman in botlane useless in a fight basicly who ever uses exhaust more better not master yi and champions like xin and kayle and tryndamere plus

is this about support skill or purely just how a marksman can get out a bad fight because if its about the marksman getting out of the fight thats just a shit excuse because champions like kog'maw exist

What? Many mids take exhaust against assassins to reduce their burst. Supports take exhaust or ignite based on if they're playing a kill lane or a passive lane.

Exhaust is pretty balanced, I'd even argue it's slightly underpowered.

Exhaust is not a stun, it's a soft CC. It's pretty balance with a long CD, I take it when going jg,mid, adc, sup ( based on team comp). It's a gameplay, not an ability. All abilities have much shorter CD than summoner spells.
