how can i possibly get paired with people that can play the game

i swear every time i join a game my team is paired terribly, horribly, it's a catastrophe

oh and if someone says "get more wins," i can't because im paired with TERRIBLE people and they cant hold a lane at all. none of them can. help me. just help me. is there a setting for this?
