The CDR and HP per lvl Rune stats should really cap out at level 10, 18 is way too far to be useful

ImTheDotMan··76 votes·18,170 views

90 / 18 = 5 HP per level

10 / 18 = 0.5 CDR per level

These two are quite honestly bad as they currently are, especially since you've done nothing to address the snowball in the game which pretty much always ends matches WAY before anyone hits 18 outside of fringe cases. Please just look into it, what could the harm possibly be in bumping the cap down to level 10 to make it actually useable?

It's riot. They don't balance. They just clown around until something is OK again by chance. They don't balance jungle the nerf it for everyone but still wonder why some champs are still doing better then the rest (when they were already dominate in the game already). Nerf irelia? Sure - 5 ms is gonna bring her down lul.

Nerf dark harvest? Sure let's make it easier to stack but harder to kill ppl with until they reach 50% health. Then they'll blow up.

CDR looks balanced, we dont want people hitting 40% cdr after 1 item at 12 mins now do we?

35% is okay though? I am really not seeing the issue here.

well if you look up the math for cdr, for every % of cdr you have, the more valuable it becomes.

+10% cdr is more valuable when you have 20% cdr than if you have 10% cdr.

Its like the opposite of resistances, it provides increasing returns. So yes there is a big difference between 35% and 45% cdr.

I am arguing that you are fine with people getting 35% from runes and masteries at level 10 and 1 item (definitely POSSIBLE on a lot of AD champions) which they HAVE been able to do for the past year, yet it is suddenly NOT okay to reach 40%? The difference isn't big enough for you to go a complete 180.

I never said I was fine with peple getting 35% from runes? And the maximum you can get from runes at level 10 is ~20%

I think the CDR rune is fine. The HP rune could use a change though.

To be fair you still have the 10% cdr rune in sorcery.

Cdr rune is fine imo, its also good with cdr from sorc.

I can see the cdr be useful on some mages since it works with Transcendence but the health just a joke like 15 to 90 health vs 5 flat armor or 6 flat MR like why did riot make the bonus stats so shit vs the ones before.

90 hp at 18 is a complete joke. With all the fucking true dmg i need 90 hp at lvl 1!

Runes? They bringing back runes?

They added "Rune Shards" to the system allowing you to choose your bonus stats instead of being forced into getting AS for picking Precision or just AD/AP for picking Sorcery.

The only problem is they made these scaling rune stats utter shit.

Yes please!!!

I agree. when considering that shard, I never assume i'll be getting 10% CDR.

It would make transcendence a great choice too. Guaranteeing 20% CDR at level 10 would be nice.

I just take the cdr in combination with transcendence for more bonus ad/ap than the 'adaptive stats' shard has to offer, but I feel like making it cap at lvl 10 would be too strong for something that is not bound to a runepage.

I use it to cap cdr in builds I know I only do 20% now, or builds that don't go transcendence.

getting 35-38% CDR rather than 40% is fine tbh. It also lets you choose whether you want to be noncommittal to CDR and just take the rune so you need less CDR items, or if you want to take transcendence and get as close to 40% as soon as possible then overcap (transcendence CDR to AP conversion is highly efficient) to minimise the time you spend with lower CDR (so in other words, the rune shard keeps the gap from 40% as small as possible, then it works as free AP when you buy a final CDR item and have that full 40%.)

Tbh getting a few games in today and the game does feel alot better.

Top laner died and there jungler and laner was unable to kill tower before I could rush top and the games I played in lane felt pretty good with the extra resistances to help me deal with the lane bullies.

They are intended to be scaling runes. 10% CDR is far more impactful than 10 AD for example. The HP rune just needs to be buffed though. Like doubled or something.

Pika Fox1 votes

10% cdr is more powerful than 10 AP, but AD is a little finicky, given early AD is used for last hitting thresholds and AD champs tend not to get as much value from CDR if theyre ADCs.

The HP rune is arguably the strongest rune of the row.

getting 90 hp at level 10 would make this rune shard not 100% flaming garbage, it would still be a pretty awful rune shard but at least in certain situations i could see it being a decent choice. The CDR maxing at level 10 would be great also, even like level 12 or level 14 would be alright. Overall these 2 rune shards need buffs or changes to make them actually viable, because currently (and basically all of season 8) games very rarely go on long enough that people hit level 18.

I take the CDR rune on my Support page since they all use Transcendance but that's it.
