After making my initial post, and reading the few other posts similar to mine there has been lots of feed back.

Mastery should not be RNG/$$$ gated, only gated by personal performance with that champion.

The point of tying mastery 6 and 7 to Hextech Crafting is to give people who already have all champions or who prefer to unlock champions with IP something to do with their champion shards/permanents/blue essence.

On average, you can get 500 to 600 Blue Essence from disenchanting three random champion shards. This number is no accident, as you can also reroll three shards for a random permanent.

Of course, till the option to buy champ shards with IP is added in a further patch, it makes it a bit of a chore to earn chests and keys.

It's not like I have anything else to do with that useless blue essence.

I think the idea behind requiring it is to add a "dedication" factor to unlocking the mastery levels. You have to be willing to invest a certain amount of a limited resource to show that you are dedicated to that champion.

At the moment, that's blue essence, which means that people will probably only have enough to unlock mastery for one champion every few months.

That will change once you can buy blue essence with IP - players will just be able to show their dedication by spending their IP on the champion's mastery. I just worry that this will make unboxing champion shards even more disappointing for people who already have all the champions, since now they'll be unlocking something they have little use for, but can also buy with the other thing (IP) that they also have little use for.
