Can Everything Be Scaled Down Just A Little

I started playing league 3 years ago after my friend convinced me to give it a try, and although I could tell I was easily one of the worst players he had ever played with, we managed to have fun. ARAM is possibly the one mode you can enjoy these days. However, being hardstuck Silver on this account, I've noticed some things..... The games are too fast! With every new champion and item change, the game time shortens. Certain champions dominate the early and mid game, and then the game ends. Rarely do you see a game last 30 minutes anymore due to the fact that Riot continues to buff the amounts of damage the player can produce in the early game. How can I get good with the champion I play if I never get to build past my second item + boots because I didn't have the chance to snowball? Honestly, the game becomes boring after 2-3 games because almost every game is like this. If Riot would just lower base stats, or nerf all items to where they scaled down as a whole, the games would be funner. The company just needs to realize not all of us want to play like professionals, 15 minute games of pure outskill and snowball. I want to sit in a game where I get to learn my champion with every game, know my damage with every item, and be able to calculate what I can do in the next game. Sadly, this game has been going downhill for awhile. I don't care about trolls or toxic players at this point, I just wanna be able to spend more time in the actual game then in the queue/pregame lobby/ban phase/ loading screens/and the time it takes for me to decide whether I actually wanna play another one.
