Grievous Wounds Midseason Update

Why is Grievous Wounds not being addressed in the midseason update? I know that raising the price of Executioner's Calling is on the table, but as long as Grievous Wounds is a binary debuff, combat healing will never be balanceable. Why is Grievous Wounds not stack based like Black Cleaver?
