A Way to end Surrender Vote Harassment and Improve Gameplay

Sometimes people decide they will harass the team with a surrender vote spam since there team does not want to give up. This type of harassment often goes unpunished. What is needed is a way to limit how often someone calls for a surrender vote.

The idea is that you can only call a surrender vote for free once per game. After that, it cost 5 ip to call a surrender vote. It actually costing the player something to call a surrender vote will make them think twice about spamming the vote. In ranked games, you will get to call a surrender vote for free once a game and it will cost you 10 ip a to call a vote after that.
