What u think about this change on NAMI

I'll spill it fast. So my idea was: everyone know what's doing Nami's ult so what do u think that nami get a reduced cdr or to put this in her passive that pressing her R she can cast a smaller tide in the river every 20 sec but only in the river and when she returns to the ground her cdr is normal.

The tide don't have to be as big as her R tide maybe a little bit smaller and a bit faster 200 magic dmg would be enough. so let me know what u think about this idea (forgot to mention during her cdr on the ground of her R her cdr is still counting for exemple if she uses her tide and her cdr is 80 sec when she enter in the river she can cast a tide and then the cdr is continuing to drop no matter if she casted that tide and the timer for the tide in the river is showed on her passive (20 sec or less)).
