Rhaast a Zed Counter?

Not sure why this is the thought. I see how his kit could counter Zed. What I don't get, is why Rito is designing counters to champions with 47% win rates, junglers at that. Don't we have enough busted junglers already?

Honestly Riot, can we hold off on new champions until you fix the issues caused by the spree of "class" buffs? Let's fix whats broken now before we throw more broken on top of it kay?
