Question about Loss Prevented

If our mid laner doesn't initially connect, reconnects before 3 min mark so we cannot remake; then immediately continues to dc and reconnect throughout game... Shouldn't this qualify for Loss Prevented, he never bought and item, never so much as moved from spawn because he wasn't in game for longer than a 2 second period at a time.
