Why can't we report people while in champion select?

I'm not sure about everyone else, but it feels to me like there is a lot more negativity in champion select than any game I play. People can cuss you out, tell you to go kill yourself, basically say anything demeaning that comes to mind, then dodge and never have any repercussions of any sort. Does anyone else feel the same? Or do you think it's better to only be able to report after a game? I'm interested to hear everyone's thoughts on the subject.

I agree entirely.

I get all the reasoning behind no vote kicking someone out, behind no free dodges, etc... But to leave all of the mechanics the same and just let us submit a report while selecting champions would be worthwhile. Could even make it an opt in to open a report screen after any Dodge to ask if someone did something reportable to make you Dodge. All penalties the same.

But this would raise a new problem. People that can't get the role they want are forced into something else that they can't play. And then since they'll get reported if they try to stop it in champion select, they just feed the whole game instead since they don't know how to play it.

Tbh dodging doesn't really cost you anything except a few minutes so it's not a big deal to have to dodge. It doesn't actually affect your mmr so after you've played a decent amount more games after when you dodged you'll eventually be in the same tier anyways.
