Why doesn't Rito take all the players from last season Silver and below and make a special ranked Q

They should not be allowed in flex q or in any other ranked Q with people who are actually sorta high elo. They should make it impossible to get anyone below your rank by a division in your game. Rank needs to be counted as your previous season ranking and not a new one based upon how many premade 5s you run into with a team of "casual players" not looking to improve their play.
