Is there a way for people who suddenly got disconnected from the game to not get a report?

I think there should be someway where player who suddenly got disconnected due to internet/server lag and/or sudden blackout to not get reported by other players thinking they left the game, but they would still get the penalty. For example, people who suddenly disconnected from the game due to problems mentions, the 'caster's' voice should say "A summoner has disconnected", but when someone actually exits the game as rage quitting or trolling, the caster would say "A summoner has left the game". I don't think toxic players could abuse that feature since not everyone has their own WIFI router. What do you guys think?

You cant actually differentiate between an honest DC and a RQ though.

Also reporting people who disconnect from the game this way is useless, leaverbuster handles cases like this. The reportable version of afk is if im just sitting in a bush for 3 mins, running back and forth at base, etc. Basically not making any meaningful action in the game while still being connected. (And no, afk farming botlane isnt reportable, getting gold is a meaningful action)
