Why not add an option to block a toxic player from matching with you?

This idea came to me just now. LoL is gaining popularity day by day, and that also increases the amount of toxic players. Can't Riot add an option to block a toxic player from matching with us? I think that would solve problems with having to get match made with the same toxic person twice, thrice or more. What're your opinions on this idea?

Overwatch tried that, people used it to not be matched with players better then them, resulting in very messed to queues and matches. They took it out because it just didn't work.

It would be abused. In low elo with allot of players not as much, in high elo with smaller player pools it would be exploited to eliminate odds of losing to certain players by using said feature.

As DrCyanide said Blizzard tried that with Overwatch and found that people used it to avoid matching up against people better than them at the game rather than people behaving poorly. This caused the affected players to have abnormally large queue times, and it's these reasons why Blizzard removed it from the game. If it failed there it'll fail here.

Because people would use it to block games with people who main Yasuo Zed .

I think there should be a way to make it work. If I choose to block someone it's because they did something that was a reportable offense, not because they are bad (still learning) and I do not want to play with them again. I'd like to be able to take action directly for my account rather than wait for riot to decide if the player has enough reports to warn or ban them.
