Pre lvl 20s accounts can not go against post lvl 20 accounts

Runes are a big deal and when I have to lane against someone who has runes it puts me at a disadvantage. when I start the game I will have, less offensive stats, less defensive stats and a higher chance I will end up getting killed or at the least out traded just because of the fact he is a higher lvl then I am. so can we have like a separate bracket for people who are above lvl 20 and for people who are below lvl 20?

and no I will not but tier 2 and tier 1 runes because that is a waste of ip
