Guinsoo's Rage on Vayne is just too strong, I fail to see counter-play opportunities versus it.

I don't think there's anything more frustrating than playing a tank, getting fed, building tons of armor and HP just to get killed by Vayne in less than a few seconds. There is no counterplay outside of straight up killing her, which every time I do versus her I do a lot. I can kill her 6+ times in lane but after she gets her BotRK and Guinsoo's playing versus her just stops being fun, even if the player playing her isn't that skilled. And just forget about it if she has something like a Taric, Morgana or Kayle pocketing her the entire game.

Before her getting 2% additional damage on her W and Guinsoo's getting buffed, she was fine or at least relatively fine. I've never had an issue with her, if anything I thought she was a noob trap champion who was incredibly hard to pull off due to her weak early and mid game, but incredible late game. But now with Guinsoo's she skips her mediocre mid-game almost entirely and goes straight into late game carry god mode. God forbid she builds anything after her botrk + guinsoos combo, because it just adds to her obnoxious power levels. None of my losses have felt nearly as frustrating or soul crushing as the ones where I lose because of Vayne, despite doing my best to shut her down in lane.

Where exactly is the counterplay to her silver bolts? It used to be that she had to attack 3 times to get it off, but now with guinsoo's it goes off every other attack, which is easy to stack and reset due to her Q and minions. There isn't a single item in the game that really helps you fight this, Randuins helps a tiny bit, Frozen heart too. Thornmail should be incredible versus her, since all of her damage comes from auto attacking, but every time I build it, it just seems borderline useless.

DOTA has an item called Blademail which I think would be a perfect item for tanks to counter the ridiculously high amounts of damage thrown out these days. Blademail is an item that has a strange build path, but in essence it's a tank item with armor. It has an active ability where for a few seconds you reflect 100% of the damage you take, it is an incredibly powerful item that is relatively expensive but honestly has a small niche in the game. I think League could use something similar to this, maybe not as powerful, but somewhere in between because thornmail really just feels so weak. Or maybe give us an item that disarms, or make exhaust disarm. I know that Riot has stated against having disarms, but it really feels like tanks and supports need something versus these on-hit "abusers".

And honestly, I don't think the issue is with Vayne at all. Guinsoo's rage is just an entirely too strong passive on an already decent item, phantom hit has always been a balance issue and will always continue to be. I'd rather the item lose the passive, get buffed elsewhere and even buff the champions it effects. Either we need something to balance out the fact that on-hit users get such a powerful and rather broken item, or just remove it.

Also those Rakan changes sound awful, please don't go through with them, my boy has been through enough.

My suggestion is that the Guinsoo's Rage passive doesn't interact with champion kits anymore in a way that you can't get stacks of "X effect" faster.

If Kog has his W up, then the extra effect still hits twice on 2nd auto, but Varus doesn't stack Blight faster, or Kai'sa Plasma, and Vayne has to attack 3 times for Silver Bolts.

Master Yi, he literally gains double strikes on 2nd auto, so he applies on hit effects 5 times instead of 3 every 2 autoattacks.
