How to nerf Morgana but still compensating her in return... (Level 7 Morgana)

As a level 7 , it is sad to see that has ended up becoming pick/ban and could use some nerfs... However, could use some type of compensation in return.
Q: Dark Binding
New Effect Upon hitting an enemy champion, Dark Binding's cooldown is decreased by 3 seconds
E: Black Shield
Shield duration decreased from 5 seconds to 3 seconds all ranks
New Effect Now grants immunity to any true damage while Black Shield is active.
