He's also extremely easy to kite and shouldn't be 1-shotting anybody unless very fed. Just listing strengths doesn't mean anything.

is the most balanced champion in this game. His kit is perfectly synergized, each working well with another part, but not being ridiculously broken. No, he's not my favorite champion in this game, but I will admit he's quite close to.
Is Tanky. Yes, this is true. Correct me if I'm mistaken that 
and some more **Are Also Tanky. **
Speed. I would change this to Situational Speed. He can guaranteed catch you if he builds 
with his Q and runs at you. But, Most players do not build (though I might try this now), and speed is one of his unique's, just because he can be right next to you doesn't mean you are dead.
Waveclear. Uh, Waveclear? No Way. No smart builds high ap so he can one shot minions with his E and no smart wastes his ult on a minion wave.
One Shot You. This is a like situation. His Bite scales off of his target's missing health. He will not be able to burst you down to a low health situation unless he got extremely fed.

One of the highest winrates - Rarely Played, You don't see one every game, and mostly only people that are good play with him.
Wins lane easily - Disengage immediately if he uses ult, engaging after its over (He will almost 100% have used Q if hes in AA range with you with his R) If you know his passive is up then harass him to proc it and all in when you know that it is down.

I don't know if he's broken but I've had some success with him. I feel like most of my success comes with people not respecting my flip and just attempting to brawl me in my creepwave. Another thing is it's hilariously easy to turn on the enemy jungler if they don't commit pre-6 because your ult does some crazy damage. I think he's a great champion for severely punishing mispositioning, but not much more than that. Many other champions accomplish the same thing.
Volibear is one of the fastest champions in the game. How are we supposed to counter his dash and his throw? Oh, that's right, we can't. Volibear is nothing but an overloaded champion that should have never been released in the first place.
