What happened to talon?

Talon used to be, what some people considered, the strongest ad assassin in the game. Picking him into zed or yasuo would give you a fairly skilled matchup, needing to bait the silence or the ult. He was still too strong definitely.

Now, he has 2 slows for no real reason and everything counters him. He can't fight any other assassin anymore and he just gets shoved out of lane by everyone else.

Why? Is the goal to kill talon entirely? Can he not be sufficiently balanced to fit into the game?

If i missed anything or you feel I'm wrong about something feel free to point it out, I'd love some new insight.
