He needs buffs. Seriously, he does no damage until 4 items and his e is weak. His passive sucks and he is always getting shit on in the bot lane with the hard engage supports and poke ads. He's even weak in the jungle. Twitch is so garbage that even rat irl has stopped playing him. So, why not buff or rework him?
i do agree. i been playing twitch lately and some things i notice with him that need looked at:
his passive does very little damage over time which most tank champs can shrug off. the passive doesn't even apply any effects like grievance wounds. his Q is not a good disengage tool so if things are rough and if you can't kill you are done. his W...honestly i see nothing bad about it. maybe mana heavy but that it. his E isn't very strong unless you are able to get max stacks on your primary target. his ult is absolute horse shit until like second rank unless you got high atk spd.
Twitch was never meant to be a jungler in the first place. The meta doesn't favor him, but he definitely doesn't need to be buffed. Him and Kog can stay in the spot that they're in until the game either burns down (which is likely to happen) or riot fixes the game.
