Surrender vote

Why is a vote of 3/1 with one vote not cast considered a failed vote? If it were 3/2 I would understand and not complain, but I really don't see why someone outright choosing not to participate in the system still has an effect on the outcome. That person's unused vote just shouldn't be factored in and the surrender vote should go through not assuming anyone who didn't vote should be counted as a no.

Maybe there's a reason behind it but I can't think of what it might be. Thoughts?

Yeah, the answer is that someone who doesn't want to surrender leaves that on their screen to stop the next vote from happening so soon.

The system LoL uses is the majority of fixed membership. What you are proposing is the majority of entire membership.

There's allways going to be an argument why one is better than the other.

It can be a hectic game, its not always possible to push that yes/no button when stuff is happening. Should that affect the outcome of a surrender vote? Should you lose because of that?
