Smiteless Jungler's in Ranked

I just played a game as vel'koz mid, locked in, checked all my runes, masteries, and sums, and then went to the bathroom. The game had loaded up by the time I got back, and low and behold, my master yi didn't have smite. Despite trying my best to win my lane and get strong for my team, it didn't change the fact that we had zero jungle presence and he was 4 levels behind everyone dying to raptors.

Once we lost the game I was then demoted to silver 4.

Why is this still a thing? If someone is queuing for ranked the their assigned role is jungle, then they should come into the lobby with smite already selected. There is no reason myself or anyone should lose a ranked game because of someone else's stupidity in champ select.
