Can we just remove the health costs of his skills? I have been trying to play him solo top and even when I am not buttraped by the enemy top, I still need to go back to buy potions just to heal the dmg I do to myself when using skills.
Before rework we could just buy a revolver, but now we need to rush items with movespeed to have a chance to actually hit someone with the only skill morde has damage (Q).
Max his E, he still deals good damage. And I don't understand why you can't go gunblade into rylias and then pick up a trinity force at some point. Experiment a little, I don't think he is in as bad a shape as you think.
build a hextech gunblade the slow lets you catch upto enemies.

ofc you are losing lane, Morde sucks in a solo lane now good luck trying to do anything without having someone babysit you the entire laning phase and literally feeding you kills by landing a single form of cc
