Hecarim buff suggestion.

So since mana pots are gone and homeguards are gone(pre 20 minutes), can Hecarim get his mana cost on his q reduced? His mana costs are just way too high. Evelynn's hate spike costs 12 mana at level one, why does Hecarim's Q cost almost triple that at level 1? They both like to spam Q.
