Kitty Cat Katarina is legacy, not limited

I'm pretty sure it's just the legacy ones available, similar to how mystery chests can grant them.

You can only get In-Store skins and Legacy skins from the both Hextech and Mystery Gifts.

Kitty Cat Katarina, was once a limited edition skin however a recent change came about (around 3 years ago) where they removed most of the "Limited" labels from a large number of skins. http://na.leagueoflegends.com/en/news/store/sales/plan-vintage-limited-edition-skins
