Question- How will the ability scaling of Aphelios play out?

So I was thinking about the balancing of champions, and how quickly Riot produced two new champions with really diverse kits in the time they did. I started reading on Aphelios' kit and balancing abailites became a question.

So.. because how his kit actually works.. he really only has 3 abilities. My first question is leveling up, and spending skillpoints. Does Aphelios only level 3 abilities, or 4? Honestly the whole kit is a bit much to read and I'll probably permaban him anyways because the counterplay is going to be a headache.. anyways.... I didn't read his individual abilites for this reason.

I'm still curious though, because if it is 3 abilities, then that would mean 6 points each, or something more exaggerated, making scaling another thing to balance.

Also- another issue I have is what seems to be complexity. He seems complicated. And I just see a lot of issues, and then Riot spending dumb amounts of time trying to figure out how to tweak this or that to make him work correctly. He seems like a junkyard rust bucket station wagon where replacing one part just makes another part busted.

Thoughts? Answers?

he's a higher skill cap version of jinx baseline. with abit of other adcs kits splashed around his kit and some unique parts. for example calibrum's q/marks are basically weaker versions of caitylns headshot mechanic. gravitum is basically a weaker version of a ashes passive with a so and so root. infernum is basically jinx rockets thats weaker early on but scales up later on to be just as good if not better. (since it hits in a cone i consider it slightly stronger) so now aphelios can't just freely spam without going oom but due to a kit that wants you to get as much crit,ad,attack speed as possible leaves little room for mana sustain items. another conflict i've noticed is cdr is really really good on aphelios but since he wants tons of crit,ad,attack speed he almost never has any space for cdr items. his main balancing lever is his damage really. all riot has to do is tweak his damage. though i will admit i think his infernum aoe is abit too strong. if he does end up needing to be nerfed i believe riot should probably touch that first then chakram dps then severum sustain late game. severum is basically non existent for most of the early and mid game;it only becomes strong later on when aphelios has enough items and it starts hitting sizable numbers;but i've noticed almost all of his really broken combos all involve infernum in some way. gravitum seems to be the weakest weapon of his since outside of the cc aspect it doesn't combo well with the other weapons and some of his weapons outright don't have any synergy with it? i'm thinking riot intentionally did that could be wrong. i'd say basically just gank and ruin his day. remember aphelios doesn't have any dash. he isn't hyper mobile. he's not that hard to gank. his self peel is kinda shitty truth be told.(and this is assuming he even has gravitum;if he doesn't well he's screwed) infact he's more on the immobile side like jinx is.(even more so when gravitum is gone) his late game is monstrous though and if he does get out of line it'll be based off numbers. saying his kit is hard to balance is kinda of a lie. aphelios is no invoker. he's definetly more complicated then the average league champ but he's no where up there near the likes of invoker. i actually was on the side thinking he'd be some monster but truth be told i was abit surprised to see how manageable he turned out. now will aphelios get nerfed into oblivion? probably. but will it be because he's fundamentally broken? probably not. the truth is his numbers feel REALLY high and too rewarding personally from my point of view for how easy he is to play. i suppose riot was afraid he'd be lackluster due to his sorta nuanced kit so they pumped in more power then normal. overall i think we should wait and see.
