It's based on queue time rather than rank. Not a lot of people do normal drafts pre-30, so that's probably the reason.

Yeah, autofill is for all elo's, and is just based on estimated queue times. Particularly high elo (and particularly low elo) is known for long queue times so it primarily effects them, but at certain times of day other elos can face that sort of thing too.
