I mean, you can. Nothing's stopping you.
Take it vs champs or junglers that rely heavily on one CC to lane (so think like Sej or Jax). It is a common pro pick
cleanse doesn't belong on anything

If you need to have a question answered about builds or how to play matchups as specific champs go to their mains subreddit.
They all follow the same setup. https://www.reddit.com/r/<ChampionName>Mains/
Its where you will get the best info. A lot of high rank one tricks are active on those subreddits depending on how popular the champ is.
Do they have somebody who relies on a stun for their combo/setup (Veigar?) as your lane opponent? Cleanse becomes good.
They have multiple CC abilities, for example Sejuani ult, that is used to catch people from a distance? Take Cleanse.
Keep in mind that Cleanse also removes Ignite entirely
against things like tf or ryze while they have a good early game jungler like elise, nid, jarven
I think so. I like cleanse vs anyone that has an all in condition relying on a stun. More often than not I'll take it to protect myself against the enemy support. Barrier and heal are good too but don't be one of those weirdo lux players that for some reason ever get close enough to make ignite useful.
I'd advice you to take Barrier , pro players usually take Cleanse for dps mages such as Ryze or Cass , taking it for Lux is bad , as lux , you are supposed to spam your abilities from afar and barrier to protect yourself if someone goes in to you , you can defend yourself , Cleanse works perfect agains Lux , not with Lux , for example Lux's key for her abilities is Q , then she will follow with ult , during that time , Lux ult takes 1 second to attack , you can cleanse and consider Lux as if she is stunned and land your skillshots on her , but taking it for Lux is partly bad , but if you are playing against someone like Veiger then take it , anyway it's up to you
I don't use it, but that's not to say it's bad. It can be good vs anyone with a hard CC. There's too many champions with hard CC to list them all.
Personally I prefer to take ignite (or TP if you like TP. I don't like it) if I'm confident in the match up and barrier or exhaust if I'm not, though either of these can also be good even if you are confident with your match up. I use ignite more than anything though. I know this will contradict my next statement a bit, but it's usually proved useful for me and my playstyle. If you're utilizing your passive, you'll easily be in range to use ignite as well.
So should you take it? Sure, if you find yourself struggling and getting caught out a lot by a certain champion's CC lot, there's nothing wrong with cleanse. If not, I'd suggest taking one of the spells I listed above. Imo, good positioning and map awareness can prove to be more useful than cleanse, and is your first real line of defense.

take it against people who if they land their cc you're dead. like tf ryze and cass
