The best way to gauge a champions powerlevel is to look at the balance between their winrate, pickrate and banrate and performance in low elo vs high elo.
Is she picked a lot? No, does she win a lot? No, does she have a high banrate? yes, does her stats rise a bit in the highest levels of play? Yes but only a bit.
