Because people would rather complain than take the minuscule effort it would take to press a mute button, so they probably figure there's no point.

People can also mute those in chat instead of starting flame wars with each other... expecting people to mute others in voice chat when they don't even do it in regular chat is mindblowing
I think it should exist as an opt in option. Meaning you aren't connected right off the bat but if you feel you're in good company you can join and leave at will.
