Cloudbringer's Grace (Cloud buff) on Nid, Jayce, Udyr, etc?

How will 10-40 ULTIMATE CDR (ignoring cap) benefit champs with no ult? You removed mana regen from Ocean drake to make things fair across the board... What about this design choice. Are "ult-less" champs a relic of past design that are just going to be ignored?
