Did you take first blood for lane? Once you die, the "exp and gold" bounty over your head drops by a significant amount. Also, monster level is scaled with the average level of champions, isn't it? If the enemy team is being held back in levels (because they are bots and they are being costantly harassed out of lane) your jungle rewards are affected.
This said, junglers are experience starved in the preseason. However, I don't know how much more experience you were supposed to get with this experiment.
riot still hasn't changed the mobs to level up as the game progresses. you msut reset each camp by killing it Oh and did I mention each camp respawns slower gives less exp. Gives less gold. Oh and does more damage. Oh yeah :^) Jungling :^)
I agree, the reduced jg xp encourages early ganking, which is why junglers with weak pre-6 ganks are suffering
Do Jungle Monsters passively level up even without you killing them and making them respawn?
You might actually be stunting your champion's exp by doing that...

Why do low elo people miss the point. Check the map, i never full cleared enemy side, only took buffs to have no downtime, and scored 7+ kills before 10 mins and still 2 lvl's behind.
