After looking at the Vayne changes i thought why not...

After looking at the changes on surrender@20, I thought why not instead change her Q to scale more but be unable to crit and/or make her condemn cooldown lower with every silver bolt proc or kill, at the cost of a higher base cooldown and/or mana or nothing I suppose.

Do you think making Q unable to crit would be bad balance wise? Like maybe making pen builds strong or simply encouraging not to build crit. I think the silver procs lowering condemn CD is pretty cool idea. Thoughts?
