Zilean's Bombs Under the Tower

So I'm not sure if I'm misunderstanding anything, but as far as my knowledge goes, if you're under enemy tower with other champions/minions, the tower won't target you useless you DAMAGE an enemy under the tower. I've been playing a bit of Zilean lately, and it's pretty annoying to throw a bomb onto someone while under their tower and the tower immediately targets you, even though his damage doesn't apply for 3 seconds after the bomb is dropped. It's basically a status; same as any slow/polymorph/etc that doesn't do damage -- you wouldn't be targeted for that, so why be targeted for the bomb before it blows? Is this a bug, or am I missing something?

Your bomb does 1 true damage on cast so you can get assist even if the bomb doesn't explode, so you did 1 damage hence you get targeted

Yeah it used to do single digit dmg with each tick of the timer just so zil couldn't get 'free' under tower poke, but now I think it's just a special case.

It's because in the past, Zilean's Bombs had a true damage count down that would trigger turret Aggro.

When they reworked his bombs, they made sure to hardcode them as an aggressive spell so that the Turret would still draw aggro to Zil.

It's a thing that's been around for so long it's just part of Zilean's kit and playstyle.
